Dr. Barbara Buhr: A procurement expert with a sure instinct who also explores alternative paths.

The ageing highway bridge, the school for the new residential area or the renovation of the polluted ministry building: Public construction and infrastructure projects have to be completed quickly. However, the strict rules of public procurement law apply to the use of public funds. Procurement specialist Dr. Barbara Buhr is familiar with the problems. She knows ways in which the public sector can implement its projects in compliance with the law and at the same time on time and on budget.

Barbara not only focuses on the individual project, but also makes suggestions on how the administration can optimize its processes in the project and for future awards. She also encourages her clients to break new ground, for example by using technology and AI. In this way, she supports public sector organizations in their transformation into modern service providers.

In Barbara’s experience, it is best for all parties involved in a project to be at the table right from the start. This means that everyone’s concerns and any risks can be taken into account at the planning stage. For Barbara, prudence and tact are the be-all and end-all in what is often a political environment.

Alternative procurement models can be an effective way of speeding up the process. Babara often does educational work here. Many procurement offices are not yet familiar with these models.

Barbara looks at the projects in the overall context. There are a number of measures that can accelerate procurement in the long term. Barbara provides proactive advice on this and also supports implementation if required.
