Dr. Barbara Buhr: A procurement expert with a sure instinct who also explores alternative paths.

An ageing highway bridge, a school for a new residential area or the renovation of a contaminated ministry building: Public construction and infrastructure projects have to be completed quickly. However, the strict rules of public procurement law apply to the utilization of public funds. Procurement specialist Dr. Barbara Buhr is familiar with the problems. She knows how the public sector can realize its projects, not only in compliance with the law but also on time and on budget.

While Barbara focuses on the individual project, she also makes suggestions on how the administration can optimize its processes within the project as well as for future awards. She also encourages her clients to break new ground, for example by utilizing technology and AI. In this way, she supports public sector organizations in their transformation into modern service providers.

Barbara helps public authorities to optimize their strategic positioning. Her aim is to help authorities become more efficient and faster in future projects.

Barbara’s legal services also go beyond the pure procurement process for individual projects: she manages the entire construction or infrastructure project – side by side with the contracting authorities and experts involved.

In Barbara’s experience, it is best for all parties involved in a project to be at the table right from the start. This allows everyone’s concerns and any risks to be taken into account at the planning stage. For Barbara, prudence and tact are the be-all and end-all in what is often a political environment.

Alternative procurement models can be an effective way of speeding up the process. Barbara often takes on an educational role here. Many procurement organizations are not yet familiar with these models.

Barbara looks at the projects in the overall context. There are a number of measures that can accelerate procurement in the long term. Barbara provides proactive advice on this and also supports implementation if required.
