A special fund of 500 billion euros is to finance investments in infrastructure over the next twelve years. Of this, 100 billion euros are earmarked for the federal states, which are to pass these funds on to their local authorities. The climate and transformation fund will receive a further 100 billion euros. The federal states will receive a debt leeway of 3.5% of economic output. For investments in security and defense of over 1 percent of economic output.
In a current recommendation for implementation in local authorities, KPMG Law and the Competence Center for Public Economy, Infrastructure and Services of General Interest (KOWID) offer seven instruments.
