Public administration faces enormous challenges in order to ensure the state’s ability to act in the future. Public sector services must be organized more efficiently and increasingly outsourced, as more and more administrative positions remain unfilled as a result of demographic developments. While these bottlenecks can be compensated for by increased digitization so that the state can continue to maintain its efficiency, this infrastructure must be created and deployed comprehensively. But digitization must also be driven forward outside of administration and public authorities so that citizens and businesses can benefit from technological change.

A further challenge for the public sector is posed by financial bottlenecks, which considerably restrict the state’s room for maneuver. In view of empty coffers, services must be provided more efficiently, investments must be prioritized and financing must also be made possible outside of budgets.
