Biography

Julia Gielen studied law at the Heinrich Heine University in Düsseldorf. During her legal clerkship in Düsseldorf, she worked for a renowned law firm in Düsseldorf specializing in public procurement law and for the German Embassy in London.

Since her admission to the bar in early 2013, Julia Gielen worked for three years at HFK Rechtsanwälte LLP in Berlin in the area of public procurement law. She joined KPMG Law at the beginning of 2016, focusing on public procurement law. She has been a Certified Procurement Law Specialist since 2018 and a Certified Sustainable Procurement Professional since 2022.

Consulting focus

Julia Gielen specializes in public procurement and public commercial law. In particular, she advises the public sector on the conception, structuring and implementation of EU-wide and national procurement projects in order to handle them in a targeted, successful, pragmatic and legally secure manner. She also advises companies on the bidding side when participating in procurement procedures. One focus of her work is consulting in public construction projects and on issues in the field of sustainable procurement. It represents public authorities and bidders in review proceedings.

Other activities

Julia Gielen conducts training courses and gives lectures on procurement law and sustainability topics. She also publishes regularly on these topics and is, among other things, a permanent author for the journal Procurement Law. Julia Gielen is a member of the German Procurement Network.
